Nagatoro constantly "bullies" Haciouji because she has, quite obviously, taken romantic interest in him. Being the pathetic character that he is, Haciouji is oblivious yet lets her stay by his side simply because he loves it. Yes, he loves getting pushed around and constantly toyed with.
